Enhance your understanding of government regulatory systems

Examine the dynamic nature of regulatory systems, and explore the role of regulators and diverse stakeholders within them. You'll analyse key frameworks, criteria, and concepts, such as policy development, standard setting, monitoring compliance, and enforcement of regulation.

Gain essential skills to evaluate regulatory processes

Analyse the key legal, democratic, and ethical principles that should underpin the actions of regulators as stewards of the regulatory system. You'll use regulatory case studies to understand the relationship between the quality of regulatory processes and the performance of the regulatory system.

This micro-credential has been co-designed with regulators from the Australian Government and the Melbourne Law School's brightest minds working on regulation, to ensure alignment with contemporary practice.

The course is for regulatory practitioners who are looking to upskill in a core capability domain for public sector regulatory practice. It is suitable for practitioners from a diverse range of educational or disciplinary backgrounds who are looking to upskill their capability in key concepts, frameworks, and skills for regulators working in government.

It is recommended that learners commencing this micro-credential have a bachelor's degree and/or a minimum of three years professional experience.

Learning in this course is equivalent to Level 9 (Masters) of the Australian Qualification Framework (AQF).

Evaluating Regulatory Systems has been co-designed with the Australian Public Service Academy, whose mission is to develop a culture of learning that builds the core capabilities of public sector employees, and regulation experts from the Australian Government.

This micro-credential drives learners to appreciate the complex and dynamic nature of regulatory systems and understand the place of regulators and diverse stakeholders within these systems. You'll be taught a set of general analytical tools and concepts for evaluating regulation in any domain of social and economic activity, in any jurisdiction.

Taught by leading experts from the Melbourne Law School, learning in this course has been designed to match the leadership and capability frameworks of Australian and Victorian Public Services.

If you are interested in or have completed this course, you may wish to explore the Craft of Government series of micro-credentials Designed to unlock pathways to further study at the University of Melbourne, this series will equip you with the analytical skills needed to understand the complexities of public management.

By the end of this micro-credential you'll have gained a deeper understanding of public sector regulatory practice.

You'll be able to:

  • Recognise and critique different substantive justifications for regulation in real cases
  • Justify the application of legal, democratic and ethical principles to regulatory decision-making in institutional and individual contexts
  • Critically evaluate regulatory design, policy and practice, to inform solutions to regulatory problems.

This course runs over six weeks.

Your total time commitment is approximately 42 hours, which includes:

  • 7 hours guided learning
  • 13 hours self and peer learning
  • 22 hours for assessment tasks.

Assessment:

  • Graded discussion: recognise, critique, and justify real-life applications of regulatory practice (30%)
  • Written report: policy brief evaluating a regulatory case of practice that includes recommendations (70%).

Once you've successfully completed this course, you will be awarded your Evaluating Regulatory Systems Melbourne MicroCert. This digital certificate will warrant the achievement of knowledge, skills and capabilities outlined in the learning outcomes. It may also include artefacts (such as videos and written material) related to both experiential and work-integrated learning, including translatable assessment that is practical to your professional life. You can also share your Melbourne MicroCert digitally and via social media by adding it to your personal platforms, such as LinkedIn. See example certificate.
